Thematical online discourse “Opportunities and challenges of the training of doctors of philosophy (PhD) in the specialty 081 Law: practice of the higher education institutions of Ukraine, Romania, Moldova” was held on July 1 – 2, 2020

On July 1 – 2, 2020, the thematical online discourse “Opportunities and challenges of the training of doctors of philosophy (PhD) of the specialty 081 Law: practice of the higher education institutions of Ukraine, Romania, Moldova” was held via Zoom.

Petro Patsurkivskyi, Dean of the Faculty of Law of Yuriy Fedkovych Chernivtsi National University, Doctor of Law, Professor, opened the online event given a report “Academic integrity as a common responsibility of the higher education institution and a person studying in the academic program “Law” of the specialty 081 Law”.

Then, Antonio Sandu, PhD, Professor, Director of the Department of Law Faculty and Administrative Sciences of Ștefan cel Mare University of Suceava, took the floor. In the report, Antonio Sandu stressed the importance of trust in scientific research and results that determines the need to control the quality of scientific papers and the elimination of plagiarism. Thus, when training PhD students the focus is on the fact the achievement of scientific objectives is not a quick process as to make an original contribution in a relevant field, it is important to draw attention to underexplored issues which have some gaps. PhD students also should be fluent in a foreign language to present their scientific findings to a large community and to carry out international research activities.

Stela Botnaru, Doctor of Law, Associate Professor, Deputy Dean of the Faculty of Law of Moldova State university (Kishinev, Moldova), and Serhii Brynza, dr. hab. (Law), Professor, Professor, Dean of the Faculty of Law of Moldova State University (Kishinev, Moldova), presented the research “Legal aspects of the organization and training of PhDs in Moldova” which covers the basic issues of methodology of validation of a scientific degree in Moldova and regulatory framework for awarding scientific degrees according to the order approved by the government in 2012. Dr Stela also marked the fundamental requirements for a thesis research, candidates and commission members for awarding a particular scientific degree.

Mykhailo Vikhliaiev, Director of the Center for Ukrainian and European Scientific Cooperation, Deputy Director of Publishing House “Helvetica” (Zaporizhzhia, Ukraine), Doctor of Law, Associate Professor, who delivered a discourse “Publication activity of PhD student and scientific advisor and key criteria of its identification”

And Maryna Tytarenko, PhD in Law, Lecturer at the Department of Administrative and Commercial Law of Zaporizhzhia National University, presented a report “Vectors for the formation of individual study trajectory of PhD students in Ukraine and their compliance with European counterparts”.

Luchenko Dmytro, Doctor of Law, Professor, Professor at the Department of Administrative Law of Yaroslav Mudryi National Law University, President of NGO “Association of Administrative Law Experts”, Head of the Scientific Sector of Scientific Research Institute of State Building and Local Government of National Academy of Law Sciences of Ukraine, Director of NGO “European Center for Rule of Law” took the floor. In the report, he was talking about the resource base and cooperation of Yaroslav Mudryi National Law University with domestic universities within the framework of academic integrity and European integration which are landmarks in the training of PhD students. Dmytro Volodymyrovych also invited all participants of the online meeting to join the IV Kharkiv International Legal Forum, which unites more thousand of representatives of the European Union, USA, African republics etc. Dmytro Luchenko shared the scientific findings “Access of PhD students to the international academic community as an obligatory element of the academic program and the role of the National Academy of Legal Sciences of Ukraine in its support”.

The report of Valerii Kolpakov, Doctor of Law, Professor, Head of the Department of Administrative and Commercial Law of Zaporizhzhia National University, was devoted to the topic “Basic approaches to the quality evaluation of the scientific and educational program in the specialty 081 “Law”: regulations and implementation practice in Ukraine”.

The next speaker was Yuliia Leheza, Dctor of Law, Professor, Professor at the Department of Civil, Commercial and Ecological Law, with the report “Academic mobility of PhD student under the legislation of Ukraine: challenges of determination and practical implementation”.  

Dmytro Kamenskyi, PhD in Law, Associate Professor, Head of the Department of Law of Berdyansk State Pedagogical University, Coordinator of the Center for International Legal Studies in Ukraine, gave a paper “Experience of EU countries in the accreditation of law schools: a comparative analysis”.

Tetiana Kolomoets, Doctor of Law, Professor, Honoured Lawyer of Ukraine, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Dean of the Faculty of Law of Zaporizhzhia National University, Head of the Academic and Research Laboratory of Service Law of the National Academy of Legal Sciences of Ukraine, prepared the report ““Resource” support of the training of PhD students of the specialty 081 “Law”: an experience of the institutions of southeast regions of Ukraine”. Tetiana Oleksandrivna covered the issues of introduction of the practice of dual research advising in Zaporizhzhia National University, i.e. the involvement of different branch experts at the various research stages that significantly expands the trajectory of scientific search. Such a practice exists in two forms: a) two domestic representatives of different branches (not only theorists but also practitioners) are engaged in the research advising; b) representatives of foreign educational and scientific schools are engaged in research advising for the implementation of publication activity of postgraduate students. Tetiana Oleksandrivna also highlighted the formation of individual study trajectory in the higher education institution, which is important for research activities.

Camelia Ignatescu, PhD, Professor, Dean of the Faculty of Law and Administrative Sciences of Ștefan cel Mare University of Suceava (Suceava, Romania), presented a report “Legal aspects of organization and training of PhDs in Romania”.

The online discussion was characterized by new knowledge and preliminary agreement on the future cooperation, staff exchange, share of ideas and experience between the higher education institutions.
