On June 7-8, 2019, the International Scientific and Practical Conference “Development of legal science: choice mechanism and priorities implementation” was held in Snina (the Sloval Republic). The conference’s co-organisers (Pan European University, the Center for Ukrainian and European Scientific Cooperation, public organisation “Lex Pro Omnes” and Uzhhorod National University) put a great deal of effort to carry out event at a high international level.
The conference was devoted to the celebration of the 5th foundation anniversary of «Visegrad Journal on Human Rights», the first legal journal on human rights within the Visegrád Group. The first issue was published in October, 2014 and publicly-presented among outstanding scholars of the Central and East Europe. The focus and title is closely related to “Visegrad Four” or “V4”, an alliance of the Czech Republic, Hungary, Poland and Slovakia for the purposes of cooperating in areas of interest in the context of general European integration. The four central European countries always have been exchanging cultural and intellectual values; further, they strive to conserve and consolidate traditions which have common roots. In order to keep and promote cooperation, V4 attaches great importance to information sharing. In addition, activity of the Visegrád Group aims at effective collaboration with all countries, in particular with neighbours; the ultimate objective is a democratic development of all European parts that is impossible without due attention to the problems of protection of human rights. For this very reason, «Visegrad Journal on Human Rights» was created in October 2014 covering the most topical issues in the areas of realising and protecting human rights and freedoms.
On June 6, conference participants met in Uzhhorod where the guests came from all over Ukraine. During the day they were accommodated in “Praha” hotel, and then guests rested after the trip and walked around a picturesque city. In the evening, all participants who came to Uzhhorod visited the festal stand-up party in the hotel where guests were introduced with organisers and partners of the conference. Acquaintance and communication took place in pleasant and friendly atmosphere. On June 7, in the morning all participants were organised to move to the Slovak Republic where the very international scientific and practical conference devoted to the celebration of the 5th anniversary of «Visegrad Journal on Human Rights» was held.

The conference was organised in Snina manor-house of Terézia van Dernáthová of 1781 (Snina, the Slovak Republic). Snina Mayor Ing. Daniela Galandová opened the event with commencement address. There were welcome speeches of reputable Ukrainian scholars in the festive atmosphere. With respect to the conference participants, Slovak organisers prepared a surprise for guests – performance of Slovak duet from Košice who sang the songs in Ukrainian.
After welcoming, the main part of the scientific event was started with the performance of the conference participants who presented their research results. Then, participants received collections of abstracts, certificates of participation in the international scientific event and memorable gifts from the conference organisers. After the completion of the main part of the event, participants had an opportunity to join a mutual photo session, acquaint with each other and communicate with the city administration, share feelings with others. According to the participants, they were impressed by the manor-house of Terézia van Dernáthová of 1781 which now is a museum, one of the magnificent sights of the city.
During the banquet, solemn awarding of the winners of the Scholarship Competition of Research Papers on Defense, Implementation and Protection of Human Rights devoted to the 5th anniversary of successful functioning of the scientific journal «Visegrad Journal on Human Rights», who also came to Snina, took place. They got a wonderful opportunity to participate in the international scientific event free of charge and were invited to participate in the conference at the expense of the Center for Ukrainian and European Scientific Cooperation. On May 24, 2019, the competition’s winners were defined by the Scholarship Commission consisting of academic staff of the Department of Constitutional Law and Comparative Jurisprudence of Uzhhorod National University headed by Director of the Center for Ukrainian and European Scientific Cooperation, Doctor of Law, Professor Bielov Dmytro Mykolaiovych. Thus, Savinova Albina Volodymyrivna, 5th year student of the Faculty of Advocacy of Yaroslav Mudryi National Law University, was awarded 1st place winner certificate and a prize to the value of 200 EUR; Novikova Yevheniia Oleksandrivna, 2nd year student of Law Faculty of the Taras Shevchenko National University of Kyiv was awarded 2nd place winner certificate and prize to the value of 150 EUR; Benko Anastasiia Vitaliivna, 3rd year student of Academic and Research Institute of Law of Sumy State University, was awarded 3rd place winner certificate and prize to the value of 100 EUR. Karapetian Serhii Oleksandrovych, Director of Internet-shop of juridical literature “YurKnyha”, personally awarded the winners and provides them with gift certificates for books purchase in the Internet-shop “YurKnyha”: 1st place – 1000 UAH certificate, 2nd place – 800 UAH and 3rd place – 600 UAH. During the event, the winners of the competition had an opportunity to communicate with outstanding legal scholars. They expressed a desire to start a scientific career in the future and participate in the scientific events of the Center for Ukrainian and European Scientific Cooperation.
Papers of the participants of the Scholarship competition of research papers on protection, implementation and security of human rights were published in the collection which is available at the link. Every participant received a copy of the collection of research papers and a certificate of participation in the Scholarship competition devoted to the celebration of the 5th anniversary of successful functioning of the scientific journal «Visegrad Journal on Human Rights».
The next day, June 8th, all conference participants visited Košice, Slovak city, and explored the main street of the city which is called –Main Street (Hlavna ulica). Almost the entire Main Street is a pedestrian area. There are three parks where each has a fountain. The singing fountain is considered to be the biggest and gorgeous. It is situated in the middle of the street near the State Theater in Košice. History experts believe that there is no street in the whole Slovak that would have more historic buildings than the main street of Košice.
